[Premium-Rx] WJ8617B loses memory at Power Off

I'm not familiar with these particular WJ receivers, and don't have a  
manual or schematic, but this sounds very much like a memory backup battery  
problem.
 
Have you checked whether or not there's a battery inside the set?, probably 
 the CPU card would be a good place to start.
