[Premium-Rx] WJ 8718 Sythesizer noise?

I have seen several 8716's/8718's where the synthesizer is either fluctuating
in and out of lock, or bypassing is marginal. I've been told that the fix
is to replace all the electrolytics. In any event the audible symptom
often is a whine, which may be present at only certain frequency ranges,
sometimes repeating every 10kHz.

I honestly am not sure that replacing all the electrolytics is a fix... if
this was an old radio, yeah maybe, but this is almost new (at least compared
to my 390A's!)
