Hello everyone,
 
Thanks to all who replied to my help request. This is the outcome  .......
 
I realised exactly what was happening just after my posting. Due to my  bad 
translation of the Siemens CHR531 manual and, dare I admit, some  
considerable investigation work;  - the "STO" pushbutton must be  pressed, and, 
whilst this is done you must press the "RCL" pushbutton and  then release them 
both to store the displayed Frequency.
 
Without pressing the "RCL" button the memory ICs do not get addressed with  
the memory location as determined by the front panel, 1 to 12, location 
memory  switch setting. 772. S42045-E716-S5.
 
The clue is in the RCL STO truth table on circuit S42045-E723-A1-*-7411  
Frequenzspeicher. Under (speichen) STO, the logic condition for storage is 
shown  with BOTH the STO and RCL pushbuttons pressed together.
 
The Memory battery has no effect whatsoever on the STO and RCL process,  
that solely preserves the frequency memory when the power is off..
 
I just wish that 50 years ago I had been allowed to take German instead of  
Classical Latin at school!
 
Needless to say I have yet to find a Premium Receiver handbook  printed in 
Latin - yet.
