Hi Keith.

The RA1794 was a bit after my time, but I did design the MA1113.  This 
was a control panel for a surveillance system which allowed an operator 
to remotely tune several HF/VHF receivers from a single position and 
also select antennas and audio recording facilities.  The rugged version 
of the MA1113 was the MA1114.  The MA1113 was a control panel with a 
tuning dial, LED dot matrix display and pushbuttons that passed ASCII 
data to the MA1112 processor unit that had multiple SCORE interfaces for 
the receivers.  SCORE = Serial Control Of Racal Equipment.  SCORE is a 
synchronous serial data system that has a clock and data line.  The 
clock speed is up to 19.2 kHz.  SCORE consists of multiple fixed length 
data frames that are used to control all aspects of the receiver and 
ancillaries.  The SCORE hardware overheads versus the simplicity of PCs 
with UARTs meant that SCORE did not have a particularly long lifetime.  
If you can get hold of a manual for any of the SCORE equipment (MA1072, 
RA1784, etc.) you should get enough information on the SCORE data format 
to let you build a PIC controller which will also handle the interface 
for a rotary optical encoder.  I'm sorry I can't help with the IEE-488 
interface.
