Not sure this will cover your freq range, power levels, etc., but here's a 
source of a few broadband amps that will take milliwatts to a watt or 
two...might make a nice pre-stage amp to bring you up to your power levels. 
Price is right and hookup is very simple. We have used this with service 
analyzers, to test nearby repeaters and what not.
