In the UK and Europe the dimmers that are readily available have zero point switching to minimise EMI and this coupled with suitable filtering and mounting in an earthed box, makes them electrically quiet.  Also, at maximum power they have a switch that bypasses the device.  Suitable devices and filters are available from RS Components and similar distributors.
