I can give you a bit of information on reception of this signal.  I have 
three receivers that go down that low and perform somewhat well.

Harris RF-590:  This receiver has a blanker and tunes that low, but 
sensitivity drops off below about 30 KHz a lot.
Racal RA6793A with LF option:  Very sensitive at this frequency but no 
blanker limits what could be heard.
CEI 357:  The best of my collection down here.  Good noise blanker and 
excellent sensitivity.  All I needed was the signal.  It wasn't there.
