I agree. Untested is CODE for not working.
If something is working everyone will say it is and warrant that it will be 
when you get it home etc.
You can tell the crooks from the guys selling their personal treasures.

I spent $ many thousands on eBay. According to my experience,
"untested" means non-functional. It´s easy. Everyone, even
absolutely non-brainer can plug in a razor or WJ8718 and say
if it shows any signs of life. I never, never got a functional
item from eBay seller who declared UNTESTED status of the item,
be it RS-6, HP8758 or something else. Untested in eBay language
means TESTED, NON FUNCTIONAL.
