Amongst a general goldmine of information here on earlier Texas,  Fairchild, 
and Motorola, ICs there is also a Signetics manual,  "Designing with MSI 
counters and Shift registers".
This contains data and design info on the 8290 counter range as used  in the 
quad 8 BFO and 2nd LO, perhaps in other similar vintage WJ kit too but  don't 
know on that.
 
And nope, I'm not related to the site owners:-), but I did struggle to find  
online info on the 8290 recently and now, purely by coincidence, find  
complete data here along with other potentially useful info so thought  it worth 
sharing.
