That, and the fact that they couldn't make decent semiconductors to
(literally) save their lives.

I can remember some very concerned articles and reports in the western
professional and technical journals addressing this issue.
Whilst it may not quite have amounted to panic it sometimes came across as
pretty close with the general consensus seeming to be that our "progress" in
this respect had left us at a definite disadvantage when compared to the
Russians.
The fact that EMP was only part of the issue, and that we might all have
been fried anyway, was not generally part of the analysis:-)
