By no means. There are more than a few manufacturers who put out 
receivers-on-a-card, to plug into their proprietary card bay by
the dozen or two, remote controlled, with lotsandlots of neat 
features and decent (or better) sensitivity, IM3 numbers and so on. 

I just can't afford them. I can't even afford to think about them:
they're pricey. But they do exist, and I suspect that various TLA
are using them by the pallet-load.
