Evidently you are unaware of the new paper tape guidance system being
implemented in the Jovian rover. If you saw the last "standardized form"
sent to me by some bureacracy, the need for EBCDIC and Baudot formats
would be quite clear. Perhaps, in Cairo, the need is even greater.
