Hi John,
There could be an issue with the EEPROMS getting an extra write as power
goes down.
This could be due to a VCC hold up cap changing value. I forgot this radio
had a squelch so in a panic did the spook house cleaning.
Still this is better than a battery leaking its guts. I found Cubic used the
same epoxy caps Racal did and have seen them go bad in both receivers. fc

I expect you experienced what one might call a "disorderly shutdown". Your
yank of the cord was, I suppose, a form of power failure. Probably what
happened was a "level" (squelch) value was set. In manual RF/IF gain mode,
the threshold is easily bypassed with knob with gain adjustments. Clearing
the memory was your best move, as you don't know what else may have been set
in any of the 100 memory channels.
Note the 3030 usually can sense power falling off and performs an orderly
shutdown.
I have another species of surprise with the 3030 series: The receiver can
shut itself down (that is the power supply) when it is spiked or gets
hot...it's normal for the receiver to be pretty warm....on a hot day, it's
not too hard to get the heat shutdown to trip. There is no indication that
this has happened...usually, by the time I've noticed the receiver went
dead, regained my composure, and start troubleshooting, the receiver has
cooled down. Solution is to remove power for a minute or two and repower.
It seems that removal of power is required, as I have shut off the receivers
and never got a reset until power down.
Another intermittent issue: display filickers or varies in intensity for no
visible reason. There is a flexible plastic ribbon connection between the
front panel display and the piggy-backed electronics...this may either be
misseated or need cleaning...as always, DeOxit nails the problem without
undue effort.
