[Premium-Rx] Proposed Policy Change for the Premium-Rx List

I think the proposed changes are reasonable.  I agree.......I do not think 
that announcements regarding eBay, other auctions, newsgroups, or third 
party referrals should be allowed.  I have seen a few reflectors become 
dominated by individuals who will take advantage of loopholes or lenience 
in the group rules.
