I've had a WJ-8718/MFP for a few years and have a WJ-8716/MFP in the rack 
at my elbow now.  The shielding differences are minimal.  The connectors on 
the back are bypassed and have shielded bodies.  The front panel is 
virtually unshielded in both and allows digital noise to escape.  Too many 
holes for all the push buttons.  Internal construction appears 
identical.  I think the model number was changed to reflect the intended 
use rather than any emission standards.

A lot of WJ Tempest gear was intended for broadband signal analysis, like 
the 340 LF radio and the 373A HF unit.  The standard ones had 400 kHz and 2 
MHz (respectively) RF/IF signal paths.  They are terrible LF/HF receivers 
in the city (unless you find a narrowband version).

My WJ-8716/MFP has a 100 kHz first IF filter rather than the 30 kHz that 
was in the WJ-8718/MFP.  It also has a wideband 10.7 MHz out on the rear 
panel.  This may be a special option because the non-MFP WJ-8716s I've seen 
have the 30 kHz filter.  There are a lot of non-MFP WJ-8716s floating 
around in the option configuration PRE-ISB-488.  We'll never know who 
bought a lot of these and what they were used for.
