[Premium-Rx] Racal 6790/R-2174 question

Can anyone define the designation for FL1-FL7 filter slots when there are only 5 supposedly available?

I want to arrange the following filters: 1.5 / 3.4 / 5 / 6 / 8.8 KHz for correct or optimal positions.
