[Premium-Rx] Woodpecker, OTH, Chirpsounder

Paul makes a good point on the title and I guess I'm to blame so I'll start a new thread on the subject and try to find out more. Before college, in the early 1960s I was a radar tech in the RCAF and worked on both DEW line (Distant Early Warning) and GCA (Ground Control Approach) radars so my knowledge is somewhat aged as I am.  In the 1980s I do recall being annoyed by the Russian Woodpecker on the HF hambands and I recall some xcvrs having somewhat effective "woodpecker noise blankers".  I never took the time to understand the technology of the Woodpecker/OTH and now am intrigued by the Chirpsounder.  I think I know why the Chirpsounder works at HF but not OTH.  Any simple to understand pointers would be appreciated.
