Whenever I've accessed the US Army web site, I get a message from IE saying that I've received a certificate from a site that I've chosen not to trust (no clue what that is about!), but if I just ignore the error, I can view the PDF files with no problem.  

I went to the search page that Larry referenced and did a title search on a different piece of equipment and found what I was looking for, so it appears to be useful even if one doesn't know the correct TM number.
