Access can be awkward but where it's not unrestricted it will tell you. If, 
for example,  you try to look at a "non public" document.
Sometimes the site seems to be more accessible than others. I believe you 
need 128 bit encryption set on your browser to access it. Text searches are 
the best way to look around but it's very fussy on syntax, miss out or 
misplace a / or - or space and it won't find what you want.
I don't think national security is an issue although it does somehow give the 
impression that maybe you're somewhere you shouldn't be:-)
They have announced though that the info that's made available is in the 
public domain.
