Frankly, I think it is bogus BS to automatically force the opt-IN option 
for every vehicle registration - new OR renewal. If one isn't paying 
attention, you'll end up paying the fee for every vehicle you own, 
whether you use that vehicle to go to a state park or not.

If you realize after the fact, and wish to have it refunded, it is a 
PITA to do that.

Vehicle registration should not involve a state-mandated con game.
