[PPRAANet] Colorado "Amateur Call Letter" license plate, initial and annual fees.

It's just $2 per year additional. Don't know what the wait time is to
get them these days, but I would expect it's down to a few/several weeks
by now since they have consolidated how they print them. The taxes and
fees just refers to adjustments of ownership taxes and or regular
registration fees.
