[PPRAANet] Colorado "Amateur Call Letter" license plate, initial and annual fees.

I currently have personalized license plates, which cost me an additional $25 a year for registration.
 
I'm looking at getting what Colorado calls "Amateur Call Letter" plates - license plates with your callsign on them.
 
The Colorado DMV webpage is a bit ambiguous on the fees for such plates... It says:
 
"Fees:  Annual fee of $2.00 for personalization, in addition to other taxes and fees."
 
I'm unsure if it's $2 to get them PRINTED (implied by "personalization") or $2 ANNUALLY for registration, implied by "annual". Or for that matter both.
 
Anyone have callsign license plates that can give me a good answers to the following two questions:
1) How much does it cost to get the plate initially printed?
2) How much additional is the annual fee for "Amateur Call Letter" plates?
 
Here's the bottom line: As I mentioned I'm paying $25 annually for my personalized plates. If that fee drops from $25 to $2, I'm on board. If it remains at $25, I'll keep my existing personalized plates.

Ps. COMPLETELY stumped the EL Paso county DMV with the above question. All they could say is "We can tell much you owe now, but not in the future."
 
PPs. Just got off the phone with the State DMV. Let's just say the person's responses didn't fill me with confidence.
