As a follow-up to that, I should point out a couple of things....
If you are, or will be, within the 90-day window before license
expiration prior to April 19th, you should by all means renew before the
19th to avoid that pesky fee.
If you were thinking of applying for a vanity call sign, you should do
that prior to March 31st. The reason for this is that it takes the FCC
18 days to process those applications to allow for adjudication of all
other applicable applications for the same call sign. And the
determination, of whether a fee is required or not, is probably made on
day 18. So, if you applied on April 1st, your application grant would
probably be dated the 19th and require the fee. Maybe. Who knows. The
FCC works in mysterious ways.
If you have trouble with that application fee, try considering that it
can be amortized over up to 10 years at $3.50 per year! ;)
