Yes, it is true. The application fees ($35.00) go into effect on April 
19th. Of this year.

The FCC had promised to give at least 90 days notice (starting with 
being published in the Federal Register), but that didn't happen.

The $35 application fee, when it becomes effective on April 19, will 
apply to new, modification (upgrade and sequential call sign change), 
renewal, and vanity call sign applications. The fee will be per application.

Administrative updates, such as a change of name, mailing or email 
address, will be exempt from fees.

Our next session is April 9th, so if you are hoping to save $35 on your 
next upgrade, that would be a good time to go for it.
