Paul,

I can't speak specifically to what CenturyLink distributes. In other
markets, I've worked with one household and one business that switched to
fiber VOIP. Neither had its own battery backup, and in both we've installed
a local uninterruptible power supply (UPS). They are pretty affordable,
though you can make your own from well-documented charger and inverter or
boost/buck circuits and a lead-acid battery.

The advantage to this system is that not only does your phone still work in
an outage, but so does your internet modem and any other connected devices,
such as a wireless access point. If the UPS has a USB connection to a
computer, it can even trigger a safe shutdown automatically. This is
important if you have spinning-disk drives, not so much for laptops which
have their own battery "backup" and usually solid-state drives.

It seemed to be money well spent. More complex than POTS but more
functional, since much news and emergency information is distributed via
internet during outages.
