This past Saturday, I heard the new (Colorado) license plate reissue 
program being discussed. I won't bother to mention any of the distorted 
perceptions that I heard, but just provide some info from the horse's 
(or Dept. of Revenue's) mouth.

Here's what I have found out. If anyone with SCL plates goes through the 
process in the near future, please let us know what you find out or what 
happened in your case. Thanks!

Colorado's license plate reissue program, implemented in January 2022, 
aims to improve safety for first responders and motorists by ensuring 
drivers have reflective and legible license plates.

Under the new program, the process for transferring license plates has 
changed. License plates for Class C motor vehicles will now expire upon 
transfer of the owner’s title or interest in the vehicle. Tax Class C 
motor vehicles include passenger vehicles, motorhomes, and motorcycles. 
However, the owner will retain the priority right to use the same 
combination of letters or numbers from the expired plates when 
registering a new vehicle. To do so, the owner must apply for 
personalized plates, at an additional cost after returning the license 
plates. The old plates will no longer be valid for use. License plates 
will then be printed and mailed to the vehicle owner like newly issued 
license plates.

The license plate reissue program enhances public safety by ensuring 
registered vehicles in Colorado have serviceable license plates that are 
reflective and visible in low-light environments by removing older 
plates from circulation, which allows first responders to more easily 
identify license plates. Additionally, motorists benefit from the 
program since license plates are often the only highly reflective 
element on vehicles, which is critically important for motorists to see 
if a vehicle is stalled on the roadside during low-light periods.

FAQs:

I am conducting a private sale of my vehicle. Should I leave my current 
plates on the car?

No, please take your plates off before the transaction is completed. You 
cannot transfer your plates to the new owner. If you leave your plates 
on the vehicle, you would be responsible for any fines/tolls accrued 
while the vehicle has your plates.

Can you transfer your existing vanity plate?

Yes, vanity plates are not required to be replaced with SB21-069. (I am 
confident that, for the purposes of SB21-069, "vanity plates" would 
include SCL.)

As for Amateur Call Letter plates, the same old language is still 
provided at dmv.colorado.gov/other-license-plates .  It is still an 
annual fee of $2.00, as indicated below. But as I understand it, they 
will need to be replaced upon 6-10 (?) years of age. I still have the 
OLD style (white letters on green background, no "SCL"), having been 
issued in 1998, so I am somewhat sure they're gonna force me to get new 
ones. I have absolutely NO CLUE what they might charge for such a 
replacement set of plates - it should be minimal - just the standard 
$2.00 annual fee, or maybe the $4.73 as mentioned under Standard Plates 
on that new web site, but I sure hope not $68.06. Maybe somewhere in 
between?

Amateur Call Letter:
Available For: Passenger cars, trucks that do not exceed 16,000 pounds 
empty weight.

Who Qualifies:  Any person who has a valid, renewable amateur radio 
license issued by the Federal Communications Commission.

Requirements:
A copy of the person's amateur radio license and form DR 2810.

Fees:  Annual fee of $2.00 for personalization, in addition to other 
taxes and fees.

MUST be Personalized: Personalized license plates.
