[PPRAANet] Timeline for call sign license plates

Clearly, the "old" system handled the slash-zero just fine. If I 
remember right, I think they even said that slash-zero was only valid on 
radio call letter plates (and not other specialty plates).
I sure hope they didn't break this permanently.
