I have been watching this discussion and as a fifth-generation native of
Colorado; and, the Great-grandson of a State Senator and a State
Representative in the 1880's I felt I have to chime in.

Dennis, NØABC, has very succinctly illustrated how disrespectful our elected
officials have been to the voters of Colorado.  The Colorado politicians
will find what I call unethical and devious ways to circumvent laws and
voters mandates (TABOR).  This license plate fee business is only the tip of
the iceberg.  

Case in point; if you vote for Candidate A for president, for example, and
Candidate A wins the Colorado vote by a wide margin but Candidate B gets
only one vote more in the national count, Candidate B gets elected.  This is
an end-around to void our electoral college and constitution.  So, if the
license plate fees upset you, be aware that it is trivial to what is
happening in the big picture here in Colorado, and in our nation.

While looking for specific information on ownership tax the other day, I 
ran across this article which explains the whys and wherefors of so many 
ridiculous fees. Basically, it boils down to our illustrious leaders 
circumventing the TABOR amendment. One of the more aggravating examples 
to me was with that stupid stormwater tax that they pushed down our 
throats as a "Fee." Of course, getting back to the vehicle registration 
aspect, the big change came about 10 years ago when they threw in the 
Bridges Fee and Roads Fee so that they wouldn't be "raising our taxes" 
and therefore requiring a vote from the citizens. Now they just add more 
and more "fees" and they keep getting away with it. And they still can't 
keep the roads maintained - even after getting another boost in taxes.

One of my cars recently had these charges listed as "Registration Fees" :
Age of vehicle add-on - $10.00
Registration Base Fee - $7.00
Bridge Safety Surcharge - $18.00
Clerk Hire Fee - $4.00
County Road and Bridge - $1.50
Emergency Medical Serv - $2.00
Emissions - Statewide - $0.50
Insurance Fee - $0.50  -- the insurance companies all collect this, too!
Motorist Insurance Dat - $0.10
Peace Officer Standard - $1.00
Road Safety Surcharge - $23.00
Specific Ownership Tax - $3.00
Material Fee (Year Tab - $0.17
Late Fee - $0.00

I have many thoughts about this situation, but I'm trying to 
restrain/control my language here on the reflector.

El Paso County and the State of Colorado are certainly not non-profits.
