Phillip,
Lighthouse would fill the void as ARES and all other existing services
begin to fail. When I deploy as ARES, I am prepared to stay for a few
days. ARES doesn't require a commitment of weeks or months. If it did,
no one with a job or family commitments could participate.
The need comes in when the degraded situation outlasts or otherwise
exceeds normal ARES or RACES capabilities. One example is an EMP blast
launched from N. Korea, the very threat that according to recent KRDO
Channel 13 broadcasts is the very reason that NORAD geared up the
Cheyenne Mtn. facility. Such an EMP event could take the N. American
power grid down for months. There is no way ARES and RACES can sustain
through that. Our generators will run out of fuel. We won't be able to
get to where we are needed and we won't be able to stay there.
ARES and RACES are great for some types of emergency events, sure, but
nobody in the leadership structure of ARES or RACES can seriously
maintain that their organizations are adequate to cover the worst case
scenarios, not even with National Guard support. After all, those
National Guard members have families and significant others that they
want cared for. There has to be long-term and reliable comms into
relatively safe areas for them (National Guard, ARES, RACES) to leave
their families and significant others in.
