[PPRAANet] ellicott remote base

We spent some time out in Ellicott today, and determined that the 
remote-base transmitting problems are being caused by the PC.

Until the PC is replaced and the remote server is installed and 
configured on the replacement PC, please only use the receiver function 
on the remote.
We have been unable to disable the transmit function, so we physically 
reduced the transmitter power to minimum.

Thanks to Dan, KN0MAP for his help, without which we could not determine 
the cause.
