I lived in Rockrimmon when I lived in the Springs--  most of the
developments are covenant controlled and prohibit "antennas".  My
development (Northface) consisted of three streets (Northface, Northrim and
Northvale) off of Allegheny drive between Rockrimmon Blvd and Centennial
Blvd-- just north of Vindicator.  Although the covenants specifically
prohibited antennas, there was no active homeowners association (it had been
dormant for nearly 20 years) and there were many 'other' covenants being
violated. After discussing with each of my adjacent neighbors, I started
putting up antennas.  I started with a 10 meter dipole and a dual band ringo
(2m/70cm FM). A year later I had added a 3 element 2 meter beam (packet), a
5 element 220 beam (packet), a 2 meter j-pole (packet), a 10 element 2 meter
beam (SSB), a 30 element 70 cm beam (ATV), a 23 element 1.2G beam (ATV), and
a 66' Van Gordon Engineering trap dipole.  These were very visible,
especially from Allegheny drive which ran behind my house. The ATV and 2M
SSB beams were stacked on a pole mounted in a tripod (with a rotator) in the
center of my roof.  They were up for over a decade and nobody ever said a
word. You must bear in mind that I knew all my neighbors (at least on my
street) and they all knew that I was 'active in the community' with the
hobby.  Bob Armstrong (WA4SVJ and later AE0B) lived a few hundred feet to
the west of me on Allegheny Drive.  I forget the name of his development but
it also had antenna restrictions in the covenants. It also had a dormant
homeowners association.  Bob had a few antennas on his roof as well.

On the other hand, Comstock village just to the east of me (War Eagle Drive,
etc) has a very active homeowners association and you couldn't get away with
anything.  No antennas, period. (Until the FCC vacated the restriction on TV
antennas).

That's the nature of older neighborhoods in the Springs-- hit and miss. The
best advice I can give is to drive around and look for antennas.  Most of
the newer neighborhoods (e.g. on the East side of Centennial, north of
Allegheny Dr.) do have restrictive covenants and the homeowners associations
are active.  Same deal with the neighborhoods at the top of the ridge line
between Allegheny Dr and Big Valley Drive (Oak Hills).  A ham up there had
to use stealth techniques or put their antennas in the attic.  A ham on Big
Valley hid his antennas in the trees.  There were (and are) several hams on
the air in Rockrimmon and most are not as flagrant with violating the
covenants as I was--- most have modest, hidden antennas.  No towers that I
am aware of.
