[PHX-Skywarn] 442.800 Repeater

I deleted the person who responded to me, but the repeater is up and running
again.
I think we should look at another back up repeater.  the 147.360 just does
not work in Central and West Phoenix.  No coverage at all.  I can get it if
I use my big antenna on the house, but driving around, not good.
