[PCR-1000] still power on problem (SOLVED!!!)

Or -- multiple 'grounds' of differing potentials.  Usually a problem in 
commercial buildings ( typically in a multi-building campus) more often than 
in a residence.  It usually shows its ugly head when trying to run cables 
from building to building.  Sometimes, the best solution is as noted below - 
use opto-isolators.
