[PCR-1000] still power on problem (SOLVED!!!)

Well done. The voltage difference may indicate a problem with your
house (or office or apartment) power wiring, which you may want to
have an electrician investigate. I suppose you could build a box with
opto-isolators in it to provide DC isolation between the PC and the 
PCR1K while still moving data between them. You also could just buy 
one; there are several shown in a very quick Google search.

The list is very quiet. If it's not dead, it's sleeping very soundly.
