Are you using a wall-wart with sufficient output power?

I've seen folks use another wall-wart - that outputted a lot less than the 
Icom supplied one - and the radio exhibited all sorts of strange behavior.

also, you might try grounding the radio (ground screw on rear - to a 
suitable earth ground.. This also sometime fixes some odd behavior.

Radio is radio - it may be regulated by the FCC, but it's governed by the 
laws of physics which cannot be overturned by any district appeals court!

Sounds like a VCO or PLL problem. Sounds like time to dig out a set of 
schematics and troubleshoot the frequency synthesis for the PLL.

One idea comes to mind is, is there a secondary power supply inside the 
unit, probably 5 V or 12 volt (7805 or 7812).  Have you checked the output 
to see if it is clean (no ripple)?

Secondly, is this a serial data communications problem, if you monitor the 
communication port does is work consistently or are there a number of 
retries indicating it might be serial port issue?  Does it work initially 
and then degrade?

Have you tried a different PC to eliminate the PC's serial port?
