Maybe you could use a digital radiochannel like Iden or APCO-25
or some of the pager channels? As long as they are controlled
from the timing of the GPS satellites they will be accurate
down to the hertz.

I am not aware of the tecnique involved to calibrate the pcr1000
but I think it must be possible to use any accurate frequency
of your choice?
