[PCR-1000] PCR1000BUR1v2 Explanation?

So what exactly does the "xtal frequency setting" do? I am not familiar with
the eeprom terms.
Has anyone actually used that "average eeprom" on their pcr1000. 
Has it been determined if each unit requires very "unit specific" eeprom
values or if all units use essentially the same values. 
Is the "average" eeprom  a mix of one type like US Blocked or Unblocked or
some other configuration?

Saw an article on the EEPROM values and the averages of a slew of PCR's, and
the comment that the xtal frequency setting was the one that had the widest
variance.
