AFAIK there is nothing wrong with the documents or the web servers:

 From the website

(7 jumps away) it was downloaded in 88s with an indicated speed of >2Mbit/s 
and the document was then opened with no error

 From the web
http://www.arpa.org/radio/software/pcr/manuals/
20 jumps away) it was downloaded in 128 s with an indicated speed of 2 
Mbit/s and the document was then opened with no error

No dowload manager was used, just a web browser

The size of the mailbox should not have anything to do with the ability to 
download anything from a website using the HTTP or FTP protcols. Only if 
somone is posting you the whole document as an e-mail attachment the 
mailbox matters.

Yes indeed, the size is 27408262 bytes on both locations.
