The problem could be Windows accessing the serial port when Windows is booted. (That's how it detects a new modem when it boots). The problem could be malware. Some Web sites install software that hijacks your modem. Spybot -- Search & Destroy from http://www.safer-networking.org/ is free and might find such a program on your machine.
