[PCR-1000] update on "pulse" ULS search engine

A few months ago I announced that my 'practical ULS search engine'
(PULSE) was available for testing.  At the time it only had data for
Nevada, California, Utah, and Arizona, and was still in "development".

It's finished now, ready for public use, with the entire set of ULS
Entity, Amateur, Location, Emission, and Frequency data imported from
FCC's database as of October 27th.  You can search by callsign,
licensee ID, tower ID, entity/licensee name by keywords, city/state/
frequency, latitude/longitude, and various other parameters (like
service type).  Everyone who's used it so far says it's much easier
and friendlier than FCC's ULS search tools.

The URL is the same as before - http://arpa.org/pulse/

Play with it all you want, use it to identify the random signals
you've been picking up with your pcr1k, find new frequencies to
monitor in your area, see which company owns that tower down the
street and what's running on it, or even identify the hams you
talk to by their callsigns...  If you find any bugs, problems, or
wish to request features, send to pulse "@" arpa.org (no spam!)

Next order of business is to start working on "export" tools, to let
you download search results in a file that you can load directly into
talkpcr in a native format.

share.  Let this be my contribution to the pcr-1000/scanning community
that you all can use (at least those of you in the United States :)
