It may be that you've got the PCR-1K in CW or an SSB mode with
the bandscope on, or you may have the squelch set too high, or
some combination of the above. 

Try turning the bandscope off or changing to AM, and reduce the 
squelch setting to zero. If you don't get strong HF broadcast 
signals in the 7.0-8.0 MHz range, then there may be a problem
with the RX.
