First -- *FIRST* -- measure the AC voltages on everything!

Turns out that the Cable TV system ground here is about 30 VAC
away from the power company's house ground. Cable tech really 
didn't like getting zapped - especially as it was hand-to-hand
through the chest. 

I really suspect something peculiar in the wiring.
