A wealth of information about amateur sats is available on the AMSAT web
site:
www.amsat.org

For more info than you could read in a life time,,,, start with a google
search on 'wefax' or 'sstv'

ARRL's site ( www.arrl.org ) also has a lot of articles, info, and product
reviews on wefax gear.  You do need to be a member to access much of the
info.

There are hundred's of individual ham's 'shack sites' that contain tons of
good info and software tools (typically free for amateur use). A very few:

A web search on 'satellite weather fax' and similar topics ill, again,
provide you with more than enough info to get started...
