It is _very_ much more likely that you have another program
running which has "grabbed" COM1. Get a tasklist up (typically
involves Control-Alt-Delete) and see if there's anything there
that looks like a "communications" program. As an alternative,
look at all the running programs in your taskbar, and check the
configuration of each one.
Also look in the Device Manager or equivalent (inside the Control
Panel), under "Hardware", and view "Resources by Connection". You
want to see the "Interrupt Request (IRQ)" display. If your COM1
doesn't show up there, then there's a problem and you need to
find out why. COM1 typically uses IRQ 4, and COM2 uses IRQ 3.
