How big are your .WAV files as anything under say 5/6meg is unlikely to 
give you much.

Make sure you have the packet out from the PCR to line in on the PC and the 
record volume set about 30%.

The reason for the dark image could be:-

It was dark when the sat was passing therefore try decoding as Infrared
You are getting a signal but not a good enough one. This is probably due to 
the aerial.

Try decoding the image with Satsignal as you can play about more with that 
and also it auto detects the sat type. It also gives diagnostics which 
could tell you a bit more about the signal quality.

Try looking out for the Russian metor passes as they are a very strong 
signal. The image is black and white only and no infrared but are a good 
test of your setup. If you can't pick up the Ruski the chances are you 
won't get NOAA. The Meteor pass needs to be a daylight one as it only 
transmit when the sun is on them.

Have a look at the numbers showing at the top of wxsat when it is recording 
and let me know what the S and N levels were?

If its any help I had similar probs at first and they were only cured when 
I spend a little money on a proper turnstile aerial.
