I can see no more reason to think that any Internet problems 
are due to the Olympics than to think that they're due to
biennial elections in various states in the US.

The most likely cause was transient problems with network gear
or with data lines. That's the cause of 90% of the outages I
see on our WAN at work, where I "own" the network, servers,
and related equipment.
