Our county communications van is K5BAX-7 and can operate HF SSB, WL2K (P3),
2M FM, but not packet (yet).

 

We are also set up for direct peer to peer P1-P3 airmail (no WL2K).

Stations wishing to operate peer to peer with K5BAX-7 would need to set it
up first using the AR Section Emergency Net on 3987.5 kHz to make initial
contact and then move to another 75M frequency to make the final
arrangements (freqs, times, etc.).

 

At this time (11/13) we are planning to use 10M SSB for tactical
communications instead of the 146.880 repeater.  We may also use 2M simplex.

 

KA6VAN will be operating K5BAX at the Baxter County EOC.  Bud, N5LH will be
NCO for the Baxter County Emergency Net and we expect to be on 28.410
locally.  I plan to operate initially from BRMC with Marge, KD5WQV.

 

N7RNV, K1GEO, and KD5KJ will be gathering reports from local fire
departments on key road and bridge evacuation routes through Baxter County
for relay through K5BAX to the AR SEC Emergency Net. 

 

Also we will have George, K4BDG operating 75M AM at 500 watts to test my
concept of enabling the general public to monitor ham coms on a standard
portable AM-FM-SW radio to get important disaster response information.  

 

George's frequency will probably be near 3900.  He will be monitoring 3987.5
for reports about safe evacuation routes and then conducting a QSO with an
operator in this area to make his 'broadcast' legal.  I am distributing
several such consumer grade radios to surrounding counties for this part of
the test.  Do you know anyone in your area who would like to participate? It
would help if they already have a SW radio, especially one of the hand crank
models.

At our monthly face to face meeting at 911 Tuesday (tomorrow) evening we
will finalize our deployment plans for the earthquake exercise on Wednesday.

Most of you have already received updated information on the exercise from
JM and from John, KE5NZY.  With respect to amateur radio the exercise will
last from 8am to 10am with most of that in the second hour.  As  you know
Baxter County is not an official participant so we have some latitude in how
we structure our local operations. At this point I see the scenario for
Baxter County ARES/RACES as follows:

We have suffered very little damage so all bridges and dams are in tact and
all evacuation routes are open. BRMC has 47 beds available but will need
additional supplies to treat trauma injuries (list to follow). We will
deploy mobile operators to confirm the bridge conditions and all reports
will flow through Net Control (N5LH) to K5BAX at E911.  Jim Sierzchula, our
OEM director as authorized the E911 center to operate on backup power for
the duration of the exercise. 

K5BAX will send a status report to ADEM with cc to KE5NZY in Batesville in
the second hour via WL2K and packet.  

In the second hour K5BAX will check into the Arkansas emergency net on
3.987.5 per the request of the state ARRL leadership, this to document
amateur radio's flexibility and capability to link ADEM directly to counties
across the state.

Although all repeaters are still operational as practice we will conduct all
tactical communications on 146.520 simplex and 28.400 SSB. Tests conducted
today indicate that both should good countywide coverage to and from E911.

One additional capability we hope to demonstrate is ham radio's ability to
communicate in such a way that citizens in a disaster area can receive vital
information in a timely fashion even if all normal communications including
radio and television stations are down.  

George, W4BDG will conduct a QSO on local evacuation route conditions,
probably with a Baxter County station, while operating with 500 watts of AM
on or near 3.900 MHz.  By using AM instead of SSB people listening on
portable consumer type shortwave radios will be able to be directed toward
safe routes and away from those that are blocked.   

This concept will no doubt require refinement but we want to test the basic
idea to see how well it works.  At this point I have monitors in Izard and
Independence Counties.  More would be welcome.

Always remember that all communications during the exercise must begin and
end with "This is an exercise".
