[PBARC] CSEPP exercise tonight

Below is a note from John Norlund. Wally has indicated that the
exercise will likely end around 6:30 or so.

The CSEPP exercise is tonight.
For any who don't know, this is the Chemical Stockpile Emergency
Preparedness Program for the Pine Bluff Arsenal.
This afternoon at about 3 PM activities will commence at the Arsenal.
An accident will be simulated, and we have been told to expect this to
be a mustard agent event.
In a briefing meeting earlier this week, it was stated that the off-post
activities may not get started till around 5 PM. The participating
hospitals have requested their operators to be in place by 4 PM just to
be sure all are ready.
The exercise will continue until evaluation objectives are met, or until
about 10 PM tonight.
Since the exercise is occurring at a time that allows the ham community
to come out and participate, several things are planned to allow us to
obtain maximum training benefit from this event.
The Central Arkansas UHF group will be conducting a _*Simulated
Emergency Test*_ this afternoon on the ARLinks Statewide Network. For

At 4:30 PM a check-in will be conducted for the *_Metro Hospital
Tactical Network _*on the 145.13 MHz repeater (no tone) located on
Children's Hospital. The Children's Repeater will be linked to the
ARLinks system this afternoon for this event.
Actual exercise traffic is expected to commence about 5 PM from the Pine
Bluff Arsenal to the outside agencies.
Expect a significant portion of ham radio traffic for this event to
occur on the ARLinks system, as the outlying counties are not able to
reach other repeaters that have been used in the past for the CSEPP
events. This is a*_ regional _*exercise, and it is very important that
communications be handled on a regional basis.
