[PBARC] Repeater updates

147.240 - Checked the water level on the battery.  It needed some.  I will
adjust my schedule to check every 3 months.

443.700 looked fine but the ladders that I use to access the repeater area
were gone.  So checking the water level in the battery was not done.

146.700 will be checked next time I'm at work and I'll provide and update at
that time.

442.175 - we are reaching the 4th month since the relay was installed.
Maybe just maybe we have the issue taken care of.
