[PBARC] Relay on 442.175 replace on 2006 Sept 01

To let you know what is going on and to document, I changed out the relay on
the 442.175 KJ5PE repeater on 1 Sept 2006,  The UPS battery was working just
fine and had a date of 4-21-06 scratch into it so it was not replaced.
